With a 4pp manuscript Index to the companies to which the regulations applied to the fore, and extensively annotated throughout including costs, estimates and liabilities. With the ownership signature of one John Quincy on many of the title-pages.
 
Collected documents referencing the rules and regulations as applied to amalgamation schemes throughout the British railway network as part of The Grouping which created the Big Four companies following the Railway Act of 1921. The act was intended to create a more efficient network and remove internal competition, while retaining some of the benefits experienced when the state controlled the railways during and after the Great War.
